why is the fabric conditioner still in the drawer?

If you have removed the drawer and cleaned the syphon tube at the end of the softener compartment then the most likely fault is the holes in the soap box roof are blocked , usually a black deposit. Try cleaning the roof area and clean out the 4 square holes in the front of centre compartment of roof with a cable tie. If this does not work you have to replace the soap box lid.
