Mend Flavel Finesse 100 Cooker Working Cooking

My Flavel Finesse 100 twin cooker will not cook my potato?

Everything is in working order except that the cooking element refuses to heat up. Upon examination the element shows no signs of damage - since I still get power what could it be?
