Mend Citroen C5 Car Started

Why will my car turn over but not start and if didit will not then Rev?

My citroen C 5 started not to go over 2500 revs after starting then suddenly after going for 5 minutes would surge and seem Ok then will not start and if it did not rev now very frustrated
