Mend Blanco 7500S Plumbing Sink Tap

How can I fix my Blanco Curzon 7500S sink tap?

The tap was fitted with the new kitchen 8 years ago. It now does not swivel and has seized up completely. Is it possible to take it apart, clean, lubicate and re-assemble? Have tried various lubicrants but only lasts for two or three weeks - becomes stiff to move and then seizes up again. Water flow no problem.
