no hot water from mono tap?

We have a mono tap in the kitchen sink which supply cold water when turned one way and hot water when turned the other way. The cold water is fine, but there is barely a trickle from the hot supply. The hot supply to the bathroom sink is fine.

The hot / cold supply to the kitchen sink does not have isolation switches.

Any suggestions what I should be looking for
