Mend Peugeot 306 Heater Car Blows

peugot 306 blowing steam through heater?

The heater system in the car blows steam from the vents making it impossible to see out of windscreen. whilst trying to wipe the steam off i have noticed that an oily film is left on glass. How is it possible to prevent or fix this problem for a reasonable amount as am purchasing new car in month
