How can I fix a bobbin problem on a Singer Model 600E?

Thread runs on the top of the bobbin.

stupid question but is the thread guided thru the tension plate on bobbin case? using the correct plastic bobbin,need to have slightly bent sides?other than that it can maybe mean hook is damaged or timing is out,difficult to say
