Mend Boiler Oil Radiator

How can I fix my oil burner?

I have tried to bleed the boiler by unscrewing the hexigonal bleed nut, the problem is that nothing is coming out at all no oil or air. The tank has been filled and the burner makes an attempt and firing up then does out. Any suggestions?
