Mend Ravenheat Start Time Called

Ravenheat csi primary condensing boiler,fan does not start at first time?

When heat or ht is called for the fan does not start first time after a few seconds the red light comes on,then we start again perhaps 4 or 5 times then eventually it starts and stops, running a bit longer each time until the boiler lights.it will then run all day long no problem.Changed both cards last year,I am leaning towards the over heat stat?
