climate control does not come ?

hi thanks for any info in advance,

i start my car at any time of the day and the climate control does not come at all, it only comes on when i decide to rev it up over 3000 rpm, does anyone have an answer to why this is happening? i was thinking maybe an earth somewhere but everything else works just fine, im getting tired of all these cold mornings and having to de-ice the car, it has an aftermarket exhaust and i feel embarrased revving it to over 3000 rpm especially at 5 oclock in the morning :/ please help asap!!!
