Mend Close Cannot Out

My UPVC window will not close and I cannot figure out how to fix it?

I have a upvc window that will not close it would appear that 2 lugs in the side are preventing it closing. I would be quite happy to close it and not reopen it again but I am not sure what to do to make it close?

Sounds like you need new hinges, try to push on hinge side from outside if you can as you close it.
