Mend White Knight 77AW Motor Pump Running

My 77AW White Knight has motor noise but no movement?

The dryer makes noises as if a pump or motor is running but it will not revolve the drum. I have taken the top and back off. There appears to be a very narrow black belt around the drum and on turning the drum the fan lower left revolves.

Is there a lower pulley and if so how do I get to it
