Why does my napoleon hat mantel piece clock strike 36 times every time it reaches the eleventh hour?

Your strike train is not locking properly. The movement needs to be pulled from the case and the strike regulator mechanism needs to be checked. There can be a dozen different reason that it is not locking when it should.
