pully sticking will not start how can i fix?

Also check you don't have a lump of grass jamming the blade

Depends on what is sticking the pully, it could be the engine itself, stiff after winter break. Try removing spark plug, then try pulling. If that is easier, probably engine, put a few mm of oil in the cylinder, and pull a good few times, should ease it off. Refit spark and try again.
If no different with plug out, problem with start pull unit, remove it, clean it check it, refit it. Starting with pull unit faulty, could cause more damage to pull unit.
