glowplug relay?

you cannot test the relay as such,the relay is a open circuit until its fed a specified voltage,
what you can do however is test the connections the relay plugs into.
if you have the correct voltage present at the specified pins,then one must assume the relay is faulty.

A multimeter is the way to go with anything electronic or electrical.
