Mend Vauxhall Vectra SRI 150 Sri

vectra sri not revving over 3000 rpm?

I have a vectra sri 150, car is in very good condition, it does not rev over 3000 rpm, there are no dashboard warning lights, turbo does not activate. can u please help.
