how can I fix my starter cable on mower,Petrol Rotary, pwrhp410prma?

I borrowed my neighbours mower and the starter cable is stuck, I switched it onto choke held the handle in and pulled the cable but it wouldn't release. I then took it out of the holder at the side and thought it might release if it went closer to the unit but it has only become stuck fast. How can i release it.

This is exactly what happened to mine too! After phoning the number on the side of the mower, I took it to the nearest centrewhos fixed it for 50 pounds (100 US dollars) although the part was only 20 pounds, and puting the head back on must of only taken them two minutes
