How can I stop whistling sound from Harvey windows when windy out?

We replaced 21 windows in our home with Harvey replacement windows. When it is windy out every window except the 3 bathroom windows make a whistling sound. We also have kept our storm windows on. We've recaulked, changed sashes from one window to another. We've also kept the storms open when the noise exists. The noise continues. We were told by Harvey that the windows were installed correctly. Any suggestions would be greatly appreciated.
