redring expression 500 shower?

my expression redring shower has stopped working recently, it keeps cutting out when on medium or hot setting, only works when on cold. any ideas??? ive checked the solinoid as they call it and has greater than 3.5 ohms and tested the toc/thermal cut out and has continuity
