Mend Singer 413 Timing Top

How do you set the timing up on a singer 413?

I've replaced the top nylon gear on the shaft but the thread is still not picking up from the bobbin case, the needle hits the bottom, after reading up about it, sounds like the timings out. How do you retime the 413.
