Mend Ideal W Stdrad Group Boiler Central Heating Programmer

I have an Ideal W Stdrad Group boiler and can not get hot water?

The water only heats up when the central heating is switched on.

We have a RwB9 programmer (not sure if this helps) and we've checked the tank and there is no water in the hot water section.

Any ideas anyone?
