Mend Dell Precision M60 Power Button Light

want boot up?

My Dell Precision M60 want boot up when i press the power button. The power light, lights up and turn right off. These are the things i have tried:
1.I have tried holding the power button down for 15 second.
2.Pressing the power button and F10 key at the same time.
3.Check the memory sticks and switch them up also.
Please help

if its vista try tapping f8, "as its starting up" to get in to safe mode , just press the power button once " and then keep on tapping on f8, dont hold down the power button , as you tap f8, or f10, try that ,
