Mend 2000 Most Time Start

2000 dawoo, lanos , hard to start and most of the time it wll not start?

its hard to start and when it does it runs rough for about 2 min. Sometimes I have to take out the blue fuse and keep starting it. and them put back the fuse and it starts. I think the fuse is for the fuel.
