iNLET VALVE, WITHIN CISTERN COULD BE FAULTY. TRY REDUCING WATER PRESSURE PARTICULARLY IF FLUSH IS NOT BEING USED FOR LONG PERIODS. BEST SOLUTION IS TO REPLACE INLET VALVE.
