how can i fix my vax turbo force 2000 watt power prem?

my hoover keeps smelling of burning rubber the belt breaks so i replace it then the next one breaks.i have gone through 5 belts and there is like a sand like substance where the brush goes round.the hoover is a vax turbo force power premium 2000 watt,i dont know what to do next.
