Mend Kudox Rubik

Not doing what it should?

We have a kudox rubik heated towel rail fitted and when we switch it on it's states that the led light should be blue and then turn red to turn it on. When u turn on the power the led light is already red and doesn't change appear only to be able to turn it off by using main switch, what is wrong.
