Citroen Xsara shudder?

My 2002 xsara has developed a shudder across the whole range of speeds, revs and driving conditions, my local mechanic has changed the fuel filter and housing but the problem persists. His next suggestion is to break out the inside of the catalytic converter, but i have reservations about this, any ideas please.
