Mend Zongshen 125GY-3A Control Over Revs

No control over revs ?

I have just recently bought a new on/off road Skyjet 125GY-3A. When you start it , it revs between 8000-9000 & it wont go down even after adjusting the carb . How can I rectify this problem as I am concerned for damaging it before it is run in ?

Its either a massive air leak {carb hanging off} or the throttle slide is stuck open.
