Vectra staring problem with no engine light?

Hello

I have a Vauxhall Vectra CDTI 2005 and it has a starting fault.

if the engine management light dose not come on with the ignition the car dose not start & the only other light that fails to go out is ESP.. To over come this fault i keep turning key off and on until the engine management light comes on & then i know my car will start.. Any Ideas?
