Alarms don't 'will not set and alarm goes off' because of 'a door not closed fully', they don't work that way.

Give some indication as to what is happening would be a good place to start.

As it is such an old control panel, I'll assume you've had it for a while (?).

What do the lights say, every display has a meaning, they are all in your manual.

As you haven't mentioned any of these displays I'm afraid it is impossible to help.

I would think, that you have an error somewhere. try doing a normal reset, check all indicator lights, any zone on would be an error, maybe a door not closed fully.
