Ford focus 1.4 petrol zetec, 2000?

When I turn key in ignition it won't start. I can't hear the fuel pump make any noise when I turn ignition on and can hear a feint clicking noise coming from the wires under the cover in the passenger footwell. I'm thinking it could be the fuel pump but I don't know cars very well so was hoping some nice chap could tell me for sure if it is or not. Thanks a lot people.
