Does Lawn mower Castelgarden ZGONC 1600W have a brake?

Lawn mower Castelgarden ZGONC 1600W 230V/50Hz/2001. My new mower is 10 years old and stops immediately after I turn of power.

1.Does this model have a brake? (Or the bearings are dry, rusted?)
2. Do lawn mowers use safety brakes at all?

Last year I was mowing dry leaves for compost.

I usually do that with my old mower, but that one never got stuck. The old one is a 1200W type/and a no name brand.
