Wont start?

I cant get it to start. I found 2 wires on the side of it that arent connected to anything. One has a clip on it b ut I cant see where it goes.

Here we go again, the brain dead are about again. I found 3 wires, but no clips, can't find where they go. Does this make as much sense as your query, of course not, and do you know why? It's got no info thats why,
