how to fix injector pump on a jcb 3cx?

fuel is getting to injector pump and bleeling through
both top and bottom bleed screws but not going to
injectors. please help.

Theres two opposing pistons with a spring between them in the business end of the CAV pump. If you've had dirty fuel, these can jam in, and not contact the cam they run in, so no fuel to the injectors. Careful if you strip the pump, get the rack set up wrong, and she'll rev till she blows. Good luck.
