cpi oliver city won't start?

I just inhereted this moped. Wasn't working when we got it. Replaced the battery, spark plug, new carburator and fuel valve petcock. Anyone have a diagram of a carburator? such as which end is where the fuel goes into, what the vacuum system consists of. Any ideas are appreciated. Thanks
