Mend Wirquin DUAL FLUSH Toilet Flush Plumber

Wirquin Dual Flush Rate of Flow?

I have recently had a Wirquin dual flush concealed cistern fitted by a plumber and the flush will not remove toilet paper from the bowl. Is there any adjustment for the rate of flow into the bowl from the cistern, also the main outlet hose is bent to around 90deg, would this have an adverse effect?
