dash instrument lights dont work?

hi my mondeo yreg 1.6 petrol has a problem with dash instrument lights also the heater switches dont light up when i put the headlights on, i have checked all fuses, they seem to be fine, can anyone help....ps also the cig lighter not working could it be same fuse or relay...
