What causes Marquette 2000 treadmill to blow fuses ?

What causes Marquette 2000 treadmill to blow fuses ? We have a doctor's office and they don't have a manual for this unit. The motor seemed to be fine, not locked up. Any ideas would be help, this treadmill is connected to a GE stress test system.
