Chimes not right for time?

I have a Viennese wall clock which runs to time (Gustav Becker) but when the hands are on the half hour it chimes the hours and vice versa. And the number of chimes are approximately 2 hours behind the number of chimes,

Remove the minute hand (should be on a square shaft) and reposition 180 degrees forward.

Hour issue

There may be a small arm that follows a cam inside the clock just before it strikes (about 1-2 mins) you will hear a click.
If this is the case then watch for the arm to move just before and on the hour. Allow five minutes following the clock striking the hour then gently lift the arm and the clock will strike the comming hour. Lift again and and it will stike the next - keep going till time on the hands matches chimes
