No! what it is you have is a blockage somewhere, if it doesn't fill right up then it must be a light blockage and may clear it'self. Its possibly either between the toilet and the manhole it feeds into.
Open the manhole to check if full then it's a blockage in the manhole run so it's time for drain rods.. Duck tape and set of rods tape the rod joints to help prevent them coming undone up the sewer pipe, only turn the rods clockwise.
If the manhole is clear then obviously it's between the toilet and manhole some time but not everytime you can clear the blockege using a drain plunger check with local plumbing store see what they have you can use in the pan to plunge the blockage free.
Are you sure nothing was dropped in the bowl? worse senario is having to remove the toilet pan.
