If you are happy that you have bled all the air out of the low presssure system and the fuel coming out of the bleed screws on the injection pump is completely free of air. The next step to check that the high pressure side of the pump is working ie the pump is rotating. Remove one of the injection pipes from the distribtion head of the pump and crank the engine for a least a minute continously and see if fuel is being injected out of the connection, they do take a fair bit of cranking to then get the fuel through the injectors.
The pumps do not like water contaimnation of the fuel and fail internally.
