Sounds as though the the pipes to the cylinder may be
air locked. Have the valves to the cylinder been closed for any reason? Try turning off the heating side if possible and forcing the heat through the hot water side. Turn up the boiler thermostat to full too, this may force the air out of the pipes. Air gets into a system usually after being drained down.
