Mend Water Bathroom Taps

How can I fix the water flow from bathroom taps ?

The water pressure coming through the bathroom taps is not constant.
It is ok when you turn the tap on, hot water especially, but will stop after a second or two. Turn the tap further and it will start and possibly stop again.
It gets to the point where the tap is too far on and the water is coming out far too fast.

a customer had the same problem the taps were rubbish the spindle holding the washer and the wormscrew controlling the tap were all loose fitting meaning there was no fine control of the flow the only solution was to change the taps
