Mend 307 Glow Plugs Power

peugeuot 307 hdi glow plugs?

when do the glow plugs power up on hdi engine ,my car is hard to start but there is no power going to plugs even when engine cold are plugs controlled by air temp or engine temp and is there a sensor for this
thati can test ,sensible answers only pls
