Severe condensation problem to inside of windows - not between the double g?

We have been working in a flat that is fully double glazed there was a problem with ventilation and the walls in the property were wet. have changed the trickle vents and installed some air bricks the walls have dried out but the windows are running with water even when the windows are open. Have noticed that all the flats on the block have the same problem what can we do to get rid of this water - severe condensation
