Diplomat dishwasher problem ?

My machine ref no is ACA9102
the problem is the bottom rotor arm does'nt work
there is no water being fed to it, although the top
arm is working perfectly,the inlet filter is clear so plenty of water getting into machine. The bottom rotor is clear and rotates freely by hand, can anyone come up with any suggestion's
