1998 Ford Transit won't start?

My 1998 Transit turns over fine, but won't start. A couple of weeks ago, The top radiator hose burst and it was sitting for 2 weeks. I fully charged the batteries and it turns over fine, plenty of power, but it won't start. I tried it with jump leads on a car, but still won't go. Before the hose burst, it sometimes wouldn't start in the cold weather. Any help will be appreciated.
