Mend Panasonic Power Failure

My Panasonic Omnivison VHS (PV-4351-VCR) will not turn on?

We had a power failure in West LA today. After the power came on, the TV worked and the cable box worked but the recorder will not turn on. I changed plugs and it still didn't work even though the connection I used was working. Any ideas. The unit was off when the power failed and it was off when the power came on. Was its time of death just a coincedence?

If the unit appears dead the power supply may have a faulty component with the most common being a start up capacitor with in the primary circuit of the power supply unit if the internal fuse is intact.
