Mend Toilet Cistern Fills

My toilet makes a really loud grunting sound?

After you flush, the cistern fills back up with water, and when it has finished it stops with a really loud grunting sound. Does anyone know why? It's a rented house and has done this ever since I moved in 3 months ago
