tc481 belt tension ?

i have replaced the belt on my tumble but there is no tension from what i have read it should be hard to pull the black motor pulley down to get the belt over the top but mine is very easy to move to the left or right there is no friction on it when i turn the dryer on the black pulley drops down instead of up to 12 oclock point to put on the belt to make the drum turn
